Calcium Phosphate: A Potential Host for Halide Contaminated Plutonium Wastes

The presence of significant quantities of fluoride and chloride in four types of legacy wastes from plutonium pyrochemical reprocessing required the development of a new wasteform which could adequately immobilize the halides in addition to the Pu and Am. Using a simulant chloride-based waste (Type I waste) and Sm as the surrogate for the Pu3+ and Am3+ present in the waste, AWE developed a process which utilised Ca3(PO4)2 as the host material. The waste was successfully incorporated into two crystalline phases, chlorapatite, [Ca5(PO4)3Cl], and spodiosite, [Ca2(PO4)Cl]. Radioactive studies performed at PNNL with 239Pu and 241Am confirmed the process. A slightly modified version of the process in which CaHPO4 was used as the host was successful in immobilizing a more complex multi-cation oxide–based waste (Type II) which contained significant concentrations of Cl and F in addition to 239Pu and 241Am. This waste resulted in the formation of cation-doped whitlockite, Ca3-xMgx(PO4)2, β-calcium phosphate, β-Ca2P2O7 and chlor-fluorapatite rather than the chlorapatite and spodiosite formed with Type I waste.
Effect of Gallium Oxide on Phase Assemblage in Apatite and Whitlockite Hosts for Waste Immobilization

To immobilize halide and actinide ions present in specific ILW waste a process has been developed that uses mineral phases as the host material. The mechanism of substitution of gallium into these phases will have a large effect on the phase assemblage. This will inevitably affect the total amount of halide that can be immobilized in to total phase mixture.
The full simulated waste stream composition containing varying concentrations (1–40 wt.%) of gallium oxide was studied. Also nominal compositions for gallium doped fluorapatites (Ca10-1.5xGax)F2(PO4)6 (x = 0, 0.25, 0.5, 0.75, 1.0) and gallium doped whitlockites Ca9Gay(PO4)6+y (x = 0.2, 0.4, 0.6, 0.8, 1.0) were prepared at 750–1050 °C.
These were studied by powder x-ray diffraction (XRD) to determine the phase assemblage and solid solution limits of gallium in the apatite and whitlockite phases. It was found that a complete solid solution was formed between whitlockite, Ca3(PO4)2, and Ca9Gay(PO4)6+y. In the nominal apatite compositions it was found that gallium did not substitute into the apatite structure but was instead partitioned over Ca9Gay(PO4)6+y, gallium phosphate, and unreacted gallium oxide. At higher temperatures gallium suppressed the formation of the apatite phase and was largely partitioned into the Ca9Gay(PO4)6+y phase whereas at lower temperature the majority was present as unreacted Ga2O3. In the full DCHP compositions it was found that gallium is likely to be partitioned over a number of phases including apatite, cationdoped whitlockite and gallium phosphate.

The applicability of a process, originally developed to immobilize a chloride-rich intermediate level waste (ILW) arising from the pyrochemical reprocessing of plutonium, to alternative ILW waste-streams containing a large variety of cations, present as oxides together with KCl and CaF2, has been investigated. Non-radioactive studies, using simulated wastes containing hafnium and samarium as surrogates for the actinides, have been performed to establish the optimum processing parameters for the manufacture of wasteforms suitable for long-term storage/disposal. It has been demonstrated that the wastes can be immobilized by calcining with either Ca3(PO4)2 or CaHPO4 as the host. In excess of 97.5 % of the chloride present in calcined wastes, containing up to 3.2 wt% halides as a mixture of F- and Cl-, is immobilized when using this process. Whereas in the original calcined waste, the Cl- (about 12 wt%) was immobilized as chlorapatite, Ca5(PO4)3Cl, and spodiosite, Ca2(PO4)Cl, in these current wastes fluorapatite is the predominant halide containing phase. Conversion of the immobilized waste powder into a monolithic wasteform was achieved by sintering the powder with the addition of a sodium aluminium phosphate based glass. Both the calcined powder and the sintered monolithic wasteforms showed excellent durability in aqueous solution.

We have undertaken an adaptive optics imaging survey of extra-solar planetary systems and stars showing interesting radial velocity trends from high precision radial velocity searches. Adaptive Optics increases the resolution and dynamic range of an image, substantially improving the detectability of faint close companions. This survey is sensitive to objects less luminous than the bottom of the main sequence at separations as close as 1″. We have detected stellar companions to the planet bearing stars HD 114762 and Tau Boo. We have also detected a companion to the non-planet bearing star 16 Cyg A.

Pyrochemical reprocessing of plutonium generates several ILW waste-streams and a simple process has been developed at AWE to immobilize the chloride and actinide ions present in one of these waste-streams (Type 1) by calcining the waste with calcium phosphate. We have now investigated the possibility of using this process as the basis for treating a more complex waste-stream (Type 2) and have determined that with some minor modification the original process can effectively immobilize the greater range of cations present in Type 2 waste to again produce a free-flowing non-hygroscopic powder. Weight for weight replacement of the Type 1 waste by Type 2 produced a powder which was approximately 20% deficient in PO43- when compared with stoichiometric powder. Addition of phosphorus pentoxide to the simulant waste/calcium phosphate powder mixture prior to calcination to produce stoichiometric powder significantly improved the chloride ion uptake. In order to comply with safety requirements it is necessary to convert the free-flowing powder into a monolithic wasteform suitable for long term storage. Conversion of the powder to a monolithic wasteform by sintering using a sodium aluminophosphate glass as a binder has been investigated and has proved successful, but to achieve high densities it has been necessary to cold press the samples prior to sintering.

Attention has recently been given to the immobilization of special categories of radioactive wastes, some of which contain high concentrations of actinide chlorides. Although vitrification in phosphate glass has been proposed, this was rejected because of the high losses of chloride through the mobilization of volatile species.
On the basis of non-radioactive and, more recently, radioactive studies, we have shown that calcium phosphate is an effective host for immobilizing the chloride constituents [1]. In this instance, the chlorine is retained as chloride, rather than evolved as a chlorine-bearing gas. The immobilized product is in the form of a free-flowing, non-hygroscopic powder, in which the chlorides are chemically combined within the synthetic mineral phases chlorapatite [Ca5(PO4)3Cl] and spodiosite [Ca2(PO4)Cl]. Data from studies on non-radioactive simulated waste consisting of a mixture of CaCl2 and SmCl3, and radioactive simulated waste composed of CaCl2 with PuCl3 or PuCl3 and AmCl3, are presented and compared.
The XRD data confirm the presence of chlorapatite and spodiosite in the non-radioactive and radioactive materials. The durability of all specimens was measured with a modified MCC-1 test. Normalized releases of Cl after 28 days were 1.6 × 10-3 g m-2 for the non-radioactive specimens and 7 × 10-3 g m-2 for the Pu bearing specimens. Releases of Ca after 28 days were 0.3 × 10-3 and 2.0 × 10-3 g m-2 for the non-radioactive composition and the Pu composition, respectively, whilst release of Pu from the radioactive specimens was higher for the mixed Pu/Am specimen at 1.2 × 10-5g m-2 than for the Pu only specimens. The release of Am from the mixed Pu/Am composition was exceptionally low at 2.4 × 10-7 g m-2. Overall, the release rate data suggest that the ceramics dissolve congruently, followed by precipitation of Sm, Pu and Am as less soluble phases, possibly oxides or phosphates. The differences in behaviour noted between non-radioactive and radioactive specimens are interpreted in terms of the crystal chemistry of the individual systems.
